In most cases, OR stands for union whereas AND/BOTH, stands for intersection.

Let French=n(F), English= n(E).

n(E)= 98 ,
n(F)= 100,
n(EuF) = 188,
n(EnF)=?


n(EuF) = n(E) + n(F) - n(EnF)
188  =  98 + 100 – n(EnF)
188  =  198 – n(EnF)
n(EnF) =  198 – 188
n(EnF) =  10

Hence n(EnF)=10 answer
